Abstract

Any – even the most advanced and reliable – means of fights against criminality will not lead to proper result if they appear to be used by a person who is not trained professionally enough to handle them. Due to this, in order to ensure the effective functioning of law enforcement system, the priority should include personnel professional training.
The personnel training system should be improved because the old one does not correspond any more to the needs of rapidly developing society.
It is pointed out that the major objective is not to “load” a specialist with necessary information and knowledge but to develop and encourage the ability to further absorb up-to-date information constantly and self-dependently. The focus falls on the development of motivation and interest whish is preconditioned by a) a need – or necessity to be more precise – in order to ensure ones future (career, family, etc.); b) interesting teaching means and methods; c) interesting content of the provided information.
Motivation can be predetermined by both: personal interest and competition while pursuing the objective. The first factor can rarely be approached and encouraged by the educator meanwhile the second one is an area of impact of education system.
The motivation developed by the awareness of competition can be distinguished into two types: a) tough selection procedure on entering education institution; and b) screening during education process according to “anti-results”. However, these two above-mentioned aspects are hardly fulfilled in our reality due to our mentality, relations and, in essence, due to our attitude towards life and its values.
According to the results of research conducted by Russian scientists, more than a half of all graduates from education institutions of Ministry of Internal Affairs do not have any intention to work the filed studied. Consequently, specialized education institutions train wrong audience and thus function ineffectively. Furthermore, screening procedure indeed does not exist in our country because even 97-98 % of all students that enter education institutions get their diplomas.
In order to improve the level and quality of qualification of legal personnel training, firstly, a reform of education system of high quality should be carried out by the state and its structures; secondly, education level should be raised by development of motivation to study by qualitative selection procedure and competition during studies; thirdly, lawyers should be encouraged to look for, to prepare and fulfill effective measures of training improvement.
