Abstract

M. Römeris had to defend Lithuania’s interests not only as a national judge at the Permanent Court of International Justice, when he examined cases regarding the interpretation of the Statute of the Klaipėda Territory and the Panevėžys–Saldutiškis Railway, but also behind the scenes of the Assembly of the League of Nations in Geneva and at the Permanent Conciliation Commission in The Hague. M. Römeris was invited by the Lithuanian government to go to Geneva. His task was to talk to the lawyers of the countries that signed the Klaipėda Convention, trying to convince them that Lithuania did not violate the Convention by adopting the Law on the Court System and other legal acts, as far as they are related to the justice and management issues of the Klaipėda Territory. The visit to The Hague was related to the conflict between Lithuania and Denmark during the construction of the Telšiai–Kretinga railway line. These topics have not been analyzed in the literature surrounding Lithuanian legal history. This article details the circumstances, motives, and results of these two visits.
