Investigation of Crime Scene: Current Problems and Development Perspectives

Abstract
Alongside with strategic issues, we must tackle and solve tactic issues of criminality control and crime investigation.
Crime scene investigation is among problems that have always been a concern for scientists and practicioners.
Quite a few criminalists have tackled these problems to a bigger or smaller extent, in Lithuania: P. Danisevičius, E. Palskys, P. Pošiūnas, S. Kuklianskis, H. Malevski and others.
In examination of crime scene, the main problems of crime investigation come to surface. They are factors of theoretical, legal, material, technical, organisational, tactic, criminalistic, psychological, methodical, didactic nature which influence the practice of carrying out this important action.
The researches that we carried out enable us to state the necessity to change the organisation of the crime scene examination.
We propose to distinguish three levels of examination:
* ordinary examination;
* qualified examination;
* crime scene investigation.
In our opinion, crime scene investigation is a separate procedural action carried out in the crime scene in order to operationally investigate separate prints, complexes of prints or accident situation by means of active expert methods in order to define the accident mechanism or other important crime circumstances or give reliable information for an emergent solving of a crime and determination of a suspect.
Crime scene investigation is a complex, multi-staged, manifold action during which tasks of consolidative or investigative nature are carried out.
In the proposed scheme, we can see that crime scene investigation comprises elements of crime scene examination and investigation of separate objects, their systems and crime scene situation. During this examination, non-obvious information related to the accident under investigation is re-coded by special knowledge usage and active expert investigation methods.
The solution of the problem may be divided into several stages depending on financial means, specialists prepared etc. It is obvious that it is neccessary to differentiate examination stages and to concentrate the specialists and equipment while examining and investigating grave crime scenes.
In a situation like, this it is essential to develop further traditional forms of examination, to produce concrete algorithms of examining scenes of various crimes, to prepare specific methods of crime scene investigation.
