Public Administration: Concept, Legal Aspect and Problems

Abstract
Lately the category of public administration has become considerably urgent. The di-versity of scientists opinions brings about the problem of public administration definition. This category is treated and defined differently by the specialists of respective science fields.
This article deals with evoliution of public administration definition. Public administration definitions used by different scientists are presented as well. An interest in the category of public administration as the project of scientific researches was shown in the between-war period of Lithuania already. Famous scientists of that time A. Graičiūnas, P. Raulinaitis and P. Lesauskis treated public administration special attention from managerial point of view. In nowadays Lithuania is paid to public administration of scientists and practicians. The priority of this category in Lithuania was finally consolidated by the Public Administration Law passed on 17 June 1999, in which public administration is treated from the legal aspect and is related with the doctrine of division of power, namely with the executive power.
The analysis of the origin of public administration and its relation to the administrative law is also presented, since the category of public administration can be considered as one of the basic categories of administrative law. The problems of practical application of the law regulating the public administration are also deliderated.
