Abstract
The article aims at highlighting the organizational aspects of police reforms. According to the author, nowadays deeper studies of the pre–conditions to the country’s municipality police activities are still missing.
In highly democratic countries police are widely involved in community’s life, police provide social services, i.e. police serve to society. The legal acts of the Republic of Lithuania provide for proper conditions for the activities of these police services and their development. This issue, however, due to obscure causes remains untackled; consequently it has to be analysed in various aspects.
