The Use of CCTV for Ensuring Public Security: Legal and Organizational Aspects

Abstract
The article analyses the prospects of using CCTV in public places which, authors regard, could have a certain influence on the improvement of public security in the territory of coverage. Installation and usage of security measures which curbs criminal activity or acts as a deterrent, manifests in situational prevention against offences.
CCTV in public security is a new preventive measure, therefore it is worth identifying and determining legal and organisational standards for the usage of cameras. Otherwise legal norms might be violated, human rights and freedoms constrained. The effectiveness and economic efficiency of CCTV usage are also touched upon.
The article analyses the situation on ensuring secure environment in Vilnius municipality. It was Vilnius municipality and Chief Police Commissariat which prepared the Project on the installation of CCTV in public places. On the basis of the Project the authors submit an analysis on pros and cons of CCTV as well as their efficiency in minimising the number of offences and improving the security in the areas of coverage.
