Abstract

In the article the author analyses the concept of the crisis phenomenon, the development of critical situations; proposes the ways of controlling them; suggests theories of crisis management through the objectives and conditions to manage the threat of terrorism as a kind of the crisis. The author suggests a wider approach to the problem of crisis management and integrates theoretical and practical achievements of administrative and social sciences. Crisis is interpreted as a new challenge rather than a threat.
Crisis does not arise without a reason or any signal. The main way of fighting against crisis is to use crisis management. The foundations of crisis management are based on: interim recognition, estimation of chances and risks, and realization of anti-crisis procedures and methods, that are oriented at controlling crisis in particular situations. The main objective of crisis management is learning to recognize the first symptoms of a crisis and to develop appropriate strategy of overcoming it.
Crisis management solutions can vary according to the particularities of the situation and can be very dynamic. This is the reason why unconventional methods should be used. Therefore, in this case qualified preparation and suitable application of these methods play the crucial role. What is more, when the a threat of a crisis arises, it is recommended to build the comprehensive teams of crisis management and strategic development that would be capable to develop the strategies of crisis elimination and stabilization. For this reason not only politicians, lawyers, but also managers, strategy makers and analysts should make every efforts for the preparation of strategies aimed at managing threats of terrorism.
