The Relationship between Social Security and Human Rights as a Basis for the Legitimacy of the Antiterrorist Ideology

Abstract
The article attempts to reveal the meaning of the relationship between social security and human rights, on the basis of which a democratic state and civil society should formulate the ideology of fight against international terrorism. The essence of this relationship lies in the legal protection of two fundamental valueshuman life and human dignity. The legal protection of human life and dignity determines the network of social relations of a pluralistic society and is the main factor in the development of social security.
Most threats individuals face arise from the fact that people live in a social environment, which inevitably generates certain social, economic and political pressures. However, the primary source of threats is the state itself. It generates four categories of threats: 1) threats resulting from the passing and application of laws; 2) threats resulting from the state's direct administration or political activities directed against an individual or a group; 3) threats resulting from the struggle for the control of the state mechanism; 4) threats resulting from the state's foreign policy of security.
Terrorism fits into the category of threats resulting from the struggle for the control of state institutions. All the forms of terrorism are threats to individuals. Like other forms of political coercion, terrorism simultaneously undermines individual security and intensifies the threats the state poses to individual security.
Forms of political coercion usually prevail at the times of social crises. What we are facing nowadays is a new turning point in social development, namely, a transition to the age of information. This transition to the age of information coincides with the expansion of globalization. Not only is globalization becoming a dimension of human existence, but also a context of international terrorism. International terrorism poses a powerful challenge to the vitality of the democratic political models of Western societies in the epoch of globalization and information.
Therefore antiterrorist ideology should be based on the reciprocity of state security and individual security. A relationship of this kind should be considered a regular condition for the coexistence of social subjects, when the ideology of fight against terrorism emphasizes the fundamental necessity of the legal protection of human life and dignity.
