Abstract

The article includes analysis of conception of police actions, control content and submits the system of subjects authorized to implement the control of police actions. Political, social–economical, informative– technological processes running in the state and in society require the police and its institutions to grow into another higher level of quality of rendered social services. Such a purpose could be reached through a balanced mechanism of control of police actions.
The article raises an issue of control as of one of methods ensuring legality of police actions and a problem of control content of police actions and indetermination of such a content. Subject of the research: control of police actions impelled by various factors in order to compare the results of police actions with the goals of police stated in legal acts and to ascertain the reasons and conditions for non–implementation of stated goals. In that case control is a feedback helping to reveal the basic practical problems and imperfections of police actions and to take necessary measures in order to eliminate such problems. Goals of the research: to reveal the ration of control content of police actions and indetermination of such a content in theoretical and practical level after evaluation of legal and managemental aspects of control.
Significance of control of police actions is conditioned by several factors: firstly, police covers the largest infrastructure of security of public safety by its actions (i.e. security of human rights and liberty, security of public order, prevention of breaches of various rights, etc.), secondly, police institutions and officers implement applied law actions by realizing the authorities of managing nature, thirdly, police institutions and officers have broad authorizations to apply measures of administrative effect in respect of society members. The above mentioned factors enable the author to raise and to analyze in his article the hypothesis of development of united control mechanism of police actions which will ensure both the effective level of social–legal services rendered by the police and functioning of overall police system.
The author defines the control of police actions as a system of supervision and inspection of implementation of actions (performance of official tasks and functions) performed by police institutions and officers by identifying the deviations from performed actions (infringements of legality) and reasons in order to eliminate such deviations, to restore the breached rights and to prosecute guilty officers.
The article includes comprehensive discussions concerning the system of subjects authorized to implement the control of police actions and the competence of such subjects in the field of control of police actions. The author analyzes the types of control of state police and distinguishes presidential, parliamentary, governmental, justiciary and internal control. It is considered that the most effective method of implementation of police control is to coordinate constantly the equal forms of external and internal control of police actions.
The author concludes that the ratio of control content of police actions and of indetermination of control content is conditioned by combination of social–political, social–economical, social–juridical and social–technological factors influencing the alternation of police status and police organization (system) in the infrastructure of public security. That explains the mission and the vision of police actions in the context of public social changes.
