Peculiarities of Applying Some General European Community Principles in Administration of Public Security

Abstract
After the Republic of Lithuania became the member of European Union, Police as other institutions of Law and Order must realize constitutional strategic goals of Lithuanian Government, one of these goals is to guarantee public security and public order.
The authors of this article propose the conception of public security, analyze the aspects of applying some European Community principles to the changeable Lithuanian public law and examine their results to the conditions of the activities of public administration subject system (especially police) which is the main factor in the guarantee of public security.
This article seeks to reveal the defaults of public security administration in applying the principles of the European Community.
Here is the hypothesis of this article – on the basis of fast integration processes and changeable attitude to the human rights as common virtues changes the attitude of the society to the police as well. In the opinion of the authors, in accordance with changeable social legal orientations, principles of European law, which influence the whole national legal system, the activities of public administration institutions, especially in the sphere of public security administration, must be organized newly.
Topicality of the article comes from requirements and tasks of European Union to develop various spheres of public administration. Here we can see one of the main problems – transformation of general European Community principles and their control functions in the sphere of administrative police activities.
The authors came to the conclusion that the government safeguarding human rights and freedoms must harmonize and develop the functions of separate public administration spheres, especially public security sphere. It is recommended to consolidate the principles of European Community and clearly to determine the content of activity principles in the enactments of the Republic of Lithuania, which regulate activity of public administration institutions in the sphere of public security. Moreover, it is recommended to analyze the problem of implementing other principles – such as right administration and subsidiary – in the sphere of society security. It is necessary to stimulate the confidence of society and police officers in government and in law.
