Abstract

Since the entrance into the EU Lithuania has made a significant progress transposing, applying and implementing the EU law provisions. EU law impact on the national environmental law legislation is unquestionable; the question is how professionally and how precisely the EU member states transpose the EU law provisions into the national legal systems.
Qualitative EU law transposition into the national environmental law is associated with the definition of social technologies. The quality of correct and precise EU law transposition depends on such factors as administrative capacities of the personnel directly responsible for the transposition, the practice and experience transposing the EU law, national legal system and its flexibility, etc.
Admitting that EU law impact on the national legislation is inevitable, it is such as important to identify the EU environmental law structure and Lithuanian law harmonization with the EU law. The EU law makes a primary and secondary impact on the environmental law of the Republic of Lithuania. The article includes the overview of several practical problems transposing the EU law into the national legal system – i.e. the practical example and a rather detailed analysis of the Law on the Entrails of the Earth and the problem of its harmonization with the EU directive. The social technologies are basically intended to assist the specialists to use them as a tool for a more proper and more professional EU law transposition.
