Abstract

In 2021, the author of the article published a book “History of the Administrative Court in Lithuania 1918–1940.” The book mentioned that in 1925 or 1926, a draft law on the Administrative Court was prepared by the Ministry of Justice. However, at the time of writing the monograph, after “scouring” the basements and storage rooms of the Central State Archive of Lithuania, the draft was not found. Nevertheless, at that time, a draft of another important document was found – the Codification of the Operation (Conduct) of Administration, which was being prepared at the same time as the draft law on the Administrative Court, i.e. in 1925. 
While writing another book, “Lithuanian Lawyer Mykolas Römeris”, published in 2025, the author of the article had to search for information not only about M. Römeris, but also about his friends and colleagues. And while searching for information about the legal historian, judge of the Supreme Tribunal A. Janulaitis, in his document fund, a draft law on the Administrative Court was found. 
Thus, this article presents for the first time the first attempts at codification of Lithuanian administrative law. Not only are they presented, but they are also published for the first time in the appendices to the article. Therefore, the publication Jurisprudencija serves as a platform to familiarize the Lithuanian public with the first Lithuanian attempts not only to codify administrative law, but also with efforts to introduce a real separation of powers, to understand the meaning of legality to strengthen the foundations of Lithuanian statehood. On the other hand, the aim of the article is not only to introduce, but also to present certain conclusions arising from the discoveries of these two documents, which, albeit partially, changed the conclusions of previous research.
