Abstract

This article analyzes the following legal acts: the 1233 Privilege of Culm;
the 1286 Theft Punishment Act; the 1310 regulations adopted by the grand master; the
1340 Law of Pamedė; Casimir’s Law of 1468; the Statutes of the Grand Duchy of Lithuania; the German Criminal Code; and the Criminal Provisions or Criminal Statute
of Russia, which were in force for a long time in Lithuania. The purpose of researching
these legal acts is to name the origins of one of the most significant institutes of administrative law in Lithuania – administrative responsibility.
