The Role of the legal Consciousness during the creative Process of the State under the Rule of Law

Abstract
Some signs, i. e. recognition of the supremacy of Law and the statute in all spheres of social life, consolidation of the balance of interests of main social groupes in the statutes, the fundamental rights and freedoms of the person, the bilateral responsibility of the state and the person and some hidrances of the creative process of the state under the rule of Law that are related with the quality of the legal consciousness are discussed in the article.
The legal consciousness makes the direct impact on the realization of the conception of the state under the rule of Law in such three directions: a) the standpoint to the law as the universal value (to overcome the legal nihilism and idealism), b) the impact on the law–making (human interests go over the will and consciousness of the legislators until they become legal norms), c) the legal consciousness as the necessary condition of the diligent and precise realization of statutes.
The legal consciousness and its training have a special sense during the reforms and social changes.
