Analysis and Development of New Lithuanian Penal Code Norms Regulating the Responsibility for Crimes Involving Narcotic and Psychotropic Substances

Abstract
In the article some novelties in drug crime laws, associated with enactment of new Criminal Law Code are discussed. First of all the place of drug crimes in the new Criminal Code and the ground of their systematizing are presented. The problems of separating some analogous offences in the Administrative Law Code and into old Criminal Code and the solution of the problems in the new Criminal Code. The authors of this article discussed the possibility to differentiate the criminal law and sanctions according to the drug type, establishing rather soft criminal amenability for disposition of cannabis in comparison with other drugs.
The mentioned problems are discussed by analyzing the old and new Lithuanian Criminal Codes, the other Lithuanian legal acts and court practise, JNO conventions and their commentaries, the laws and practise of foreign countries.
