Abstract
New edition of Weapons and Ammunition Control Law has been enforced since 1st July, 2003. According to this Law electroshock guns (stun guns) are attached to self-defensive weapons group and they are classified as D category weapons. The weapons of this category are not registered. The natural persons over 18 years old and juridical persons can purchase and keep stun gun as a self-defensive weapon without special permission. It must be noted that the stun guns were not attached to weapons until 1st July, 2003.
Stun guns are not wide spread in Lithuania. The information from Lithuania Police Forces was received
that only two permissions to import electroshock guns to our country were given from 1st July 2003 till 1st
December 2004.
The stun gun cause harmful effects of shock, when the stun gun electrodes are in close contact with the human body and the voltage is discharged. Stun gun work by applying a high-voltage, but low-current electrical charge. The effectiveness of stun gun depends on electrical discharge time and the location on the human body where stun gun is discharged. Reference data shows that the criminal use of stun guns increase, but such cases are rare documented. It is reported that the thermal injuries – small electric burn lesions on the skin caused by the stun gun electrodes occur only until few days. Whereas the stun gun electrodes contact with the target through the clothing it is logical to consider that the electrical discharge can also damage the clothing.
The examination of the damages of the clothing was carried out in relation to investigate the possibility of illegal use of the stun gun as torture device in real case study. An extensive literature search on damages of stun guns to clothing was performed, but any data about such kind of damages of clothing were found. Therefore the authors consider that the findings discussed in this article will be valuable in the scientific and methodical sense.
Identification research of damages of the clothing caused by stun gun was carried out. The results of combined trasological, fibres and metallization examinations indicated that the stun gun electrical discharge to the target through the clothing damages the clothing surface. A paired thermal damages about 1 mm in diameter left by electrical discharge are detected on the surface of the closing. The cuprum metallization traces of stun gun electrodes are also determined in the same location of the clothing. The findings of the combined examinations lead to the conclusion that a stun gun is in fact the cause of such kind of damages of the clothing.
