Performance Management, Performance Measurement, Accountability Control

Abstract
The article critically reviews and analyses the model of performance management (performance measurement), which is currently popular. The model is an important tool in New Public Management (NPM) ‘tool box’, therefore much of the analysis can be applied in a broader framework to analyse possible effects of NPM. Although performance management is a very powerful managerial tool its application can cause some unintended effects, therefore some analysis has to be made in order to understand the mechanics of performance management.
