Abstract

The article analyzes and summarizes the changes of public governance evolution and the impact of making a socially-oriented decision process, based on new ideological normative, values. The article examines main theoretic decision-making, socially-oriented problems such as emigration, social exclusion, and social inequality. All these theoretical perspectives make an important contribution to our understanding of sociallyoriented public policy formation, implementation and public service delivery.
The main goal, tasks and intentions are to suggest and explore the structure of the socially-oriented decision-making process and identify the role of innovations in the modernization of public governance practice. The multidimensional process of decisionmaking as a public governance practice seeks to maximize public structure efforts to promote innovative solutions, to avoid unnecessary risks in the decision-making process.
Seeking to improve the socially-oriented decision-making process, it is necessary to reinvent the best traditional pubic governance procedures, the management of internal and external information flows, which would allow getting more information, necessary for installing essential dimensions of new public governance: new quality of strategic planning and policy formulation process, intersectoral integration and socially-oriented governance ideology as main methodological principles and instruments of creating a positive environment for innovation.
