Abstract

The article analyses historical and social development of inclusion and its main features that appear during the working process with children at risk. The article refers to the works of foreign and Lithuania scientists. This survey discusses three leading questions: How was the work with such children organized and what were the expectations in the social context? What problematic aspects are met while working with the conception of children at risk? What specific indicator stronger influence further aims and functions of social inclusion?
The result of the analysis show that in the historical development of the conception of such pupils two main feature can be noticed: their behavior does not correspond to social norms and they themselves are constantly at risk.
In order to reduce social inclusion of such children the following acts are taken: 1) Attempts to attract attention of society to the most important children and youth problems in different historical periods; 2) Attempts to involve different institutions and individuals as well as children themselves into preventive activity, which includes creating strategies; 3) Paying necessary of attention at validity, context and systematization of the social inclusion process.
