Abstract

The article deals with the idea that institutionalisation of family policy does not guarantee effectiveness. Analysis of the experience of European countries helps to look for examples of good practice that could highlight the factors of effective family policy formation. The article also presents the results of interview of experts from Lithuania, Latvia, Estonia and Poland, which was caried out in 2006-2007. They reveal the attitude of experts towards the work of the institutions dealing with family policy issues in the explored countries and their significance.
The ideas presented in the article might contribute for a public debate on the need of a separate Ministry of Family and Children issues in Lithuania.
