Enlargement of Efficiency of Qualification Improvement System in the Local Government System in the Republic of Lithuania

Abstract
The article provides an overview on officials training (qualification training) system used in Lithuanian local government, the principle elements of its‘ control, advantages and disadvantages. Personnel’s training is closely connected with the other human resource management subsystems (selection, motivation, career, development, etc.). The authors claim only the impact on all the personnel management subsystems at once can bring the expected results on accomplishing municipal personnel training, improving their qualification. The accomplished analysis allows to state that the prevailing qualification training system of Lithuanian local government system is flawed. In order to improve the efficiency of the system, these shortcomings must be necessarily removed. A few possible training process problem-solving techniques and references are presented at the end of the article.
