Abstract

This paper aims at answering the question whether the public management system could be considered as autopoietic. The article overviews autopoiesis conception, as N. Luhmann, one of the most famous representatives of this theory, puts it, also the functional unique features of the public management, self-reproduction process, prerequisites of the openness/closeness of the system and communication process as the main characteristics of autopoiesis, taking into consideration the key theoretical aspects. The article also searches for the alternative solutions that could be added into public management conception as autopoiesis. The former is a construct of the public policy and administration and could be hardly defined regarding functional unique features, due to the dominant approach of the public administration and policy dichotomy. However, taking into consideration the alternative of supplementary model, the public management could be defined via the general management function and power concept. Self-organization of the public management is based on power structures and acts, the performance of the members of the society that leads towards new actions of the public authority, setting the aim for themselves, and also changing and influencing current rules (norms) and power distribution.
