Right to Housing in the Jurisprudence of the European Committee of Social Rights

Abstract
The article analyses the right to housing in the context of the European Social Charter and the jurisprudence of its monitoring institution the European Committee of Social Rights. The Committee has developed the meaning, scope and content of this right and clarified the nature and extent of the State obligations in a number of its Conclusions adopted in the national reports and Decisions on Collective Complaints. The article focuses on recent Conclusions on Housing Rights of 2011, which revealed the lack of the States Parties to comply with the obligations emerging from the European Social Charter. The enforcement of the housing rights in Lithuania is discussed and the most problematic issues are disclosed on the basis of the Conclusions of the Committee
