Abstract

The role of non-governmental organizations in the modern society is discussed in the article. The problems of reglamentation of non-governmental organizations, the concept of social services, the cooperation of non-governmental organization and governmental structures and other institutions while suplying the inhabitants with social services are analyzed in the article too. Delivery of social aid responding the needs of specific social groups increasingly offering social services forms the primary weight of NGO activity. Evidently NGO have shifted their operation towards redusing the structural or root causes of poverty and insecurity. NGO as voluntary associations bring together people whose particular interests are not shared by the whole society. Thus NGO’s are often testing grounds for social programs that are still too controversial to be handled by institutional organizations. They also provide a chanel through which the private citizen can share in the decision – making process of society. The article focuses on social changes and reform of social policy and social security system in Lithuania after restoration of independency.
