This research examines the pivotal role of port authorities (PAs) in enhancing the resilience of the port organizational ecosystem (POE), with a focus on their core functions, governance patterns, business models and innovations in the context of emergent maritime environment. The research object is the role of PAs within the POE, while the aim is to investigate the mechanisms through which PAs can act as central driving entities within entrepreneurial ecosystems to foster resilience and adaptability. Key objectives include analysing governance frameworks, evaluating PA’s business models, and identifying strategic and managerial interventions essential for building a robust and resilient ecosystem. The study employs qualitative research principles, utilizing data collected through focus group discussions and stakeholder interviews to gain a comprehensive understanding of shared responsibilities for resilience enhancement within the POE. The research contextualizes the collaborative dynamics between PA and other ecosystem actors, pinpointing areas where PA exert the strongest influence. These include regulatory oversight, infrastructure development, promotion of technological innovation, and fostering entrepreneurial initiatives through targeted practices and managerial interventions. By situating PA within the entrepreneurial ecosystem, the study underscores their capacity to leverage innovation, promote stakeholder collaboration, and implement strategies that enhance resilience. The findings emphasize the critical importance of shared responsibilities, strategic partnerships, and proactive entrepreneurial governance in addressing uncertainties in an increasingly complex maritime environment. Additionally, the research highlights PA strong impact on resilience through sustainability initiatives, driving green transitions, and fostering balanced actions among stakeholders, including communities, through interactions with port city municipalities. This study provides actionable insights for building sustainable and resilient seaport ecosystems.
