Abstract

The article is aimed at examining the subject of simpler and more flexible adjustment of intercourse in civil service. This topic has not been widely analysed in the works of scholars for the meantime, though the actualization of the issue at the level of the academic society should be helpful on dealing not only with this inner problem of civil service, but also on revealing broader political, economic, social context of its effective performance. Scholars would also be able to offer guidance for the essential changes in civil service by sustaining these updates in the discourse. The authors examined the application and limitations of civil service relations regulatory methods. Attention was also focused on the attempts to change those methods and the results of these changes, including the opportunities for the heads of institutions as employers to negotiate with government officials on working conditions that emerged during the development of legislation. The article also identifies suggestions on possibilities of simplifying the legal regulation of the civil service relations in other spheres of public service activity.
