Evaluation of Lithuanian Civil Service Law Project Created in 1939-1940

Abstract
For the first time in Lithuania the Civil Service Law Project was created and discussed in 1939-1940. Its main goal was strengthening the legal framework for managing civil service.
The creation of Civil Service Law was inspired by internal and external factors in the area of state government. The provisions of Civil Service Disciplinary Courts were not included into this newly created Public Service Project. Features of the career-oriented public service model were reflected in this project, created at the end of the First Republic of Lithuania (year 1940).
