Lorenz von Stein Contribution to Public Administration Conception

Abstract
This article provides an analysis of the famous German scientist and stateman Lorenz von Stein concept of administration and his social policy vision and perception. Juridical positivism makes a negative influence on the development of administration as an independent science in continental Europe. Scientific works of L. von Stein in the field of administration has put the base for normative German and Austrian public administration tradition in continental Europe. German and Austrian school of public administration currently outlives crisis. Although the formalized management became past, this school of public administration influences practical administration until now. L. von Stein’s contribution toward German and Austrian school of public administration is considerable.
