The development of 3E concepts

Abstract
In this paper the concepts of 3E are developed, which are essential due to the importance of definitions used to estimate the quality of public administration. The definitions of economy, efficiency and effectiveness are examined as well as are defined the relationships and differences between these concepts The concepts are arranged in a hierarchy. Much attention is given to the ways of forming some quantitative criterions suitable to measure economy, efficiency and effectiveness. The concrete example of forming the criterions to estimate the performance of a higher education institution is examined.
