Challenges of Change of Public Administration Paradigm for the Development of Human Resources of the Sector

Abstract
In attempt to assess the peculiarities of development of human resources in contemporary public administration, this paper analyses these peculiarities from the perspective of change of public administration paradigm, emphasizing the interrelation of Classic (traditional) and the New Public Administration (New Public Management) in contemporary public administration and the increasingly gaining ground model of New Governance. Taking into account the fact, that nowadays international organizations, primarily the United Nations, play an increasing role in shaping the trends of human resource development, the paper refers to different studies published by the United Nations.
