Implementation of Children Rights Protection in Lithuanian Municipalities

Abstract
The purpose of the article is to analyze the implementation of children rights protection in Lithuanian municipalities. A special attention is paid to the implementation in the context of social services provision. Author starts the analysis by pointing to the major problematic issue, such as orientation towards the child care instead of providing social services. After the description of children rights protection policy, the questions of financing and personnel (qualification, staffing, etc.) at the municipal level are elaborated. Author recommends changing several points in legislation, improving planning and staffing abilities, which would ensure a better and more effective implementation of the policy, reviewing functions of implementing bodies, etc.
