Conceptual Framework For Foresight Development

Abstract
The article summarizes the current trends in the foresight development and investigates the methodol¬ogy evolution, examples of good practice and future developments. The initial research idea was based on the meth¬odological issues for e-government system implementation in Lithuania [5]. In order to model the future of e-public services, it is necessary to assess the scope of the factors influencing the system and decision-making, their importance and the level of technology. The article presents the results of the hierarchical cluster analysis used for expert group assessment in Lithuania.
