Abstract

The main aim of the Article is to estimate alcohol control policy actions during Lithuanian health programme implementation (1998-2010). In this Article there are analysed the tendency of alcohol consumption, alcohol control policy and the variety of alcohol regulation means, estimated corelation between alcohol control policy actions and statistical recordss, estimated the achievements of alcohol consumption reduction during Lithuanian health programme implementation. Conclusions: after analysed statistical records of alcohol consumption and it‘s
consequences to population‘s health there was estimated that the main aim of Lithuanian health programme (1998-2010) – to reduce alcohol consumption by 25 percent till 2010 was not achieved. Dynamics of alcohol-related health and social indicators can be distinguish in two periods: till 2007 can be seen impairment of majority rates and from 2008 can be seen positive dynamics of statistical records:
• reduced alcohol consumption, amount of alcohol-related deaths and alcoholic psychosis etc.
After analysing alcohol control policy actions in period of 1998-2010 there was estimated that there was no consistent alcohol consumption reduction policy even though most of decisions and activities were opposite to the aim of Alcohol control law and principles of alcohol control policy because of liberalism of alcohol policy during that time. During 2008-2010 alcohol control was strengthen and in this short time stated the meaning positive changes of records of alcohol-related health and social indicators shows the effectiveness of alcohol control means. Recommendations: increase excise of all alcohol drinks unexceptional; needed stronger action with contraband; wiling to reduce alcohol consumption between infants it is recommended to increase age till 21 years from witch it would be allowing purchase alcohol, also tighten penalty for traders with licence deprivation for one-off alcohol sale to infant; wiling to reduce traffic accidents it is recommended to establish zero alcohol concentration in blood for all drivers or at least for those how do not have four years experience; annually motivate community‘s involvement into active actions awarding them (natural or juridical persons) which subserve by their actions or personal example for reducing alcohol consumption.
