Abstract

This paper explores how Ho Chi Minh City (HCMC) has successfully cultivated a culture of innovation within its public sector amid the challenges of digital transformation. Using a mixed-methods approach that integrates qualitative policy analysis and quantitative assessment of key national indicators (DTI, PAR INDEX, SIPAS, PII, and DDCI), the study demonstrates that HCMC’s achievements stem from a well-structured three-pillar model encompassing (1) institutional framework, (2) digital technology, and (3) human and innovation ecosystem. Empirical evidence from 2020–2024 indicates that this model has enhanced governance efficiency, improved citizen satisfaction, and strengthened the city’s competitiveness. HCMC has transitioned from a traditional administrative government to a “facilitating government” that fosters experimentation, risk-taking, and collaboration. The findings offer valuable insights for other local governments in Vietnam seeking to institutionalize innovation culture as a foundation for sustainable development in the digital era.
