Abstract

Summary. Digital transformation and data policy are key factors shaping the European Union’s (EU) strategic objectives in the digital age. Digital transformation is the process through which organizations, public institutions, and communities integrate digital technologies to enhance operational efficiency, foster innovation, and improve the quality of public services. This process is essential for developing an advanced and competitive economy that aligns with the objectives of the EU digital strategy.


Digital transformation is one of the EU’s primary strategic directions, with data policy playing a fundamental role in its implementation. This transformation involves both the deployment of digital technologies and cultural shifts that enhance organizational efficiency, stimulate innovation, and improve service delivery.


Digital transformation includes the adoption of digital technologies in public administration to improve efficiency, drive innovation, and enhance public service quality. As one of the European Commission’s priority areas, the EU digital strategy and data policy ensure effective data management, security, and transparency, while simultaneously fostering innovation and enhancing the quality and accessibility of public services. The findings of this study provide key insights into the benefits of digital strategy and data policy, as well as opportunities for improvement that can contribute to the more efficient application of digital transformation.


EU strategic documents highlight digital transformation as a necessary step toward ensuring long-term economic growth, increasing societal well-being, and maintaining high service standards. However, digital transformation is not solely about technology implementation—it is also a cultural shift, aimed at optimizing processes and generating new value for society.


The European Union has the potential to set an example of a data-driven society, where businesses and public sector institutions leverage data-driven decision-making to achieve better outcomes.
