The Attributes of Indicators in the Public Administration Monitoring and Evaluation System

Abstract
The aim of this article is to review the main characteristics of indicators of the results-based public admini-stration monitoring and evaluation system. The concept of the public administration monitoring and evaluation system is defined, the key elements of models of the public administration monitoring and evaluation system are identified, stages of the model are described and main characteristics of indicators of the system are devel-oped. The following characteristics of the indicators of the system are analysed: concept of performance indica-tors, position of process of indicators definition in the system of monitoring and evaluation, issues of indicators selection, principles of indicators assessment techniques, and collection of data about activity based on selected indicators.
