Regional Public Personnel Policy in the Context of Administrative Reform

Abstract
The article reveals main stages of development of basic legal acts regulating civil service and solving main problems of state personnel policy. The most vital problem highlighted in the article is the application of mo-dern concepts to personnel management. Among those are: using the use most effective technologies and met-hods of planning, the conduct of impartial evaluation of civil servants’ performance, the formation of new man-agement philosophy. The article is based on the experience of the Kaluga Region as one of the positive exam-ples of implanting innovations in reforming the civil service.
