Professionalization of the Public Service in Ukraine: Adaptation of Public Servants’ Training to the European Standards

Abstract
The article reviews issues in formation of the institute of public service in Ukraine and the existing national system of training, re-training and qualification improvement of public servants, also the conceptual and practical approaches of its reform. Terms of “professionalism”, “qualification”, and “competence” are discussed. The need for introduction in Ukraine the national standards of public servants’ professional training, based on the European standards, is substantiated.
