Evaluation Capacity Building in the Context of Results-Based Management

Abstract
The article concerns in the thematic of evaluation capacity building in the context of results based management. Evaluation capacity is relatively popular in the field of evaluation both in academics and evaluation practice community. The purpose of the paper is to identify the main conceptual pillars of a) evaluation capacity, b) evaluation capacity building, and c) the most important fields of evaluation capacity building issue. Evaluation as essential part of public governance is defined as an necessary element of results-based management. The article presents in general a discussion in the terms the structure and content of evaluation capacity, the evaluation supply and demand, the levels of evaluation capacity building and their interaction, and the importance of a context.
