Resocialization of Delinquent Children in the System of the Average Care for the Juvenile

Abstract
The article analyses problems related to the development of the system of resocialization of delinquent behaviour underage and child‘s average care based on legal acts, analysis of programmes of Underage Justice as well as the data of sociological investigations. The paper deals with the following issues: situation of juvenile delinquency in Lithuania; trends of the system development of child’s resocialization; application problems of the Law on Child’s Minimum and Average care; activities of children socialization centres and cases of infringement of the rights of the underage living there. The conclusion drawn from the article is that the system of average care for the underage functions ineffectively. The main causes of this problem are as follows: legal basis is not duly regulated; structure of the institutions providing average care for the child is still under development, lack of skilled specialists, limited possibilities to improve professional skills, insufficient cooperation between departments.
