The development and tendencies of performance measurement in the public sector

Abstract
In the present article, the growing importance of performance measurement processes in the public sector institutions is highlighted; performance measurement systems and the development of the methods used are reviewed; the areas of the application of performance measurement in the public sector institutions are identified and analyzed in detail; the traits and functions of performance measurement systems are described; the stages of planning and implementation of performance measurement systems are discussed. Different recommendations which may help create and implement such effectively working systems are discussed. The author concludes that the possibilities for using performance measurement are very wide, but this process requires specific knowledge, unconditional support of top management and the understanding that not in all cases performance measurement is helpful to improve the effectiveness of performance. Furthermore, performance measurement is possible only if an appropriate performance measurement system is established.
